CFBundleDevelopmentRegion != "English"?

Hello.

As per the recommendation here -- http://developer.apple.com/documentation/MacOSX/Conceptual/BPInternational/Articles/LanguageDesignations.html -- I changed the CFBundleDevelopmentRegion in my Info.plist from "English" to "en". (I had to do this via manual editing as Xcode doesn't provide a direct way to do it.)

Now, when I try to "Add Localization" to a file, it doesn't seem to do anything. Shouldn't Xcode be consulting this Info.plist key to determine what source file to use for the new localization?

Is this supposed to work?
