So when WIndows VIsta ships, it will be an even worse practice, because
user accounts won't necessarily be able to write to apps or libraries.

Since the app is "in the garage" right now, so to speak, my advice to a
client would be to investigate new forward-compatible ways now for doing
the necessary security check without writing static data to the app or
library itself.
