All files opening in same editor window

Xcode has been acting weird the last few days. I just got a Mac Pro
and thought I'd try using the all in one layout. I hated that, so I
went back to the condense layout. I also thought I'd try turning on
the "Open counterparts in same editor" pref, but after a couple days
hated that too, so I turned it off. I don't know if that's when it
started happening or not, but now when I open *any* second source
file, it opens in the existing source window. Double-click a file in
the project, command-d, command-double-click a symbol, no matter how
I open the file, they all open in the same editor. This is pretty
annoying. I've gone back and toggled the pref on and off. Any ideas?
