.r or .strings file not being read in framework

I have a framework compiled with Xcode 2.4.1. When I include either a .r
file and try and us ::GetIndString, or I try and use .strings file and use
CFCopyLocalizedString, neither will return the value from the external file.
In the case of .r, it returns a NULL string, and in the case of .strings it
returns the 'key' value. Both files are placed in the 'English.lproj'
directory within the project file, and both files were included in the phase
'Build ResourceManager Resources'. Once compiled, the files are in the
correct location of the executable framework project.

Any idea as to what I might be missing here?
