You should be able to do this by passing in the default info in the
form:
xcodebuild -<default name>=<default value>
(note the dash in front of the default name.
This should be documented in the xcodebuild man page (or will be in
the next major release).

No, in fact you (like Xcode itself) are at the mercy of the entire

build phase

Not from its command line, but you can set
defaults write com.apple.Xcode PBXBuildsContinueAfterErrors YES
