Non-disclosure agreement.
Beta testing etc. sign those, meaning they can't give info out
without risking being sued.
To expand on that answer, XCode 3 is pre-release software that is
available only to people who have accepted an agreement with the Apple
Developer Connection which prohibits them from discussing the pre-
release software in public forums like xcode-users.
Having said that, Apple has released quite a lot of information about
XCode 3 in the public domain. You can start with a simple Google
search which would lead you to the public comments of Apple and others
that should give you a good overview of the differences between XCode
3 and earlier versions of XCode.
