Well, maybe I'm not exactly in the same situation as everyone else.
In my case, the issue is not the mode, but the owner:
> ll InstallRoot/
total 0
drwxrwxr-t 3 root admin 102 Aug 20 18:45 Library
Being merely "me," I can't touch that.
Those ownership and permissions came from PackageMaker's "Apply
Recommendations ..." button.
