If you select a directory in the Organizer, you can export the actions
defined on that directory by using the gear menu at the bottom of the
window (or the contextual menu you get by right-clicking) and choosing
"Export Actions…".

This will give you a "*.xccommands" file. If you put this file in your
project's directory, then any time that directory is added to the
Organizer in the future, it will automatically have the same set of
actions defined on it.
