No. The .NET Framework is a Microsoft technology. Xcode is a
development environment for writing Mac OS X software, not Windows
software.
For learning to program, you probably don't want to start with
anything platform-specific at all. The book "Learn to Program" by
Chris Pine (from Pragmatic Press) is a decent introduction to
programming using the Ruby language that will just work with both
Mac OS X and Windows.
