silly me, I had previously installed subversion 1.3 using an installer package and the xcode project was still pointing itself at that.
I then installed darwinports and subversion 1.4, but of course darwin ports installs it to a completely different location, so I had both versions on the computer, and could get whatever results I wanted just by using the alternate paths :)
The specific cause of this error was that the format of the working copy files changed between SVN 1.3 and 1.4, so if at any point you checkout or update a tree with 1.4 then it will convert it to the new format. If you then try to run the 1.3 client on that tree it will give you the error.
