Why do the Xcode "Cocoa Framework" project and target templates
omit the

Currently, the build setting inspector only shows build settings that
apply to the current set of files in a target (at the project level we
show the build setting that apply to the union of files across all
targets). Some templates have targets with no source files in them, so
you don't see certain build settings until you add a sourcefile.
We've talked about adding a filtering option to the build setting
inspector to show "all possible build settings" that would allow you
to see build settings that wouldn't apply to any existing files in a
target or project.
What am I supposed to do if I want to do something like turn on
Objective-C
exceptions?
Add an .m file to the target.

Enable them?
Frankly, I do not understand your question. Could you re-phrase it,
or give more details?
