Since this is needed if you want to have a window with a fixed width but a variable height, how are we supposed to set a fixed- width in Interface Builder?

It can't be done easily with code if you consider the width value can change depending on the localization.

You don't say if you're using Carbon or Cocoa, but you can set the min and max size in Carbon windows if you're using 10.4 or later.
