I had this problem when using svn+ssh URLs with Xcode. Using straight svn or http(s) URLs seemed to fix it.

I thought maybe there was something screwy with my project, so I created a test Cocoa Application and immediately added it to Subversion. Same problem. If I set the SCM System to CVS, no problem. But then, I'm not running CVS. :)
