Disable Localization?

Is there a way to specify which localizations are included in a build?  I have a Carbon app which has a complete set of English strings and an incomplete set of Japanese strings.  When I run the program on a system whose language is set to Japanese, I get errors because of the missing Japanese strings.

 

Currently, I’m opening the bundle and manually deleting the ja.lproj folder before distributing it.  Is there a way to tell Xcode not to copy items into this folder in the first place?
