Preprocessor corrupts plist files

I get the following message when I try to compile any of my projects:

error: couldn't parse contents of
'/Users/mcrawford/src/TombRaider_main/MacUserApp/build/MacUserApp.build/Debug_Intel/MacUserApp.build/Preprocessed-Info.plist':
XML parser error:
	Unexpected character ˇ at line 3
Old-style plist parser error:
	Unexpected character '0xfeff' at line 3

When I look at Preprocess-Info.plist, I see a few blank lines then a
few characters of gibberish.  Following that is the correctly
preprocessed XML file.

What is bizarre is that this happens with several different projects
on two different Macs that I have tried.

Any clue?

This must be something in my source code, as it used to work OK until
I updated from my source code revision system recently (Perforce, in
case that matters).  But I can't figure it out.
