Sorry, I think the confusion is arising from the fact that two pieces of
software are involved, but they are localized in different ways.
The application is localized "manually" at install time -- that is, the
user can choose one and only one localization to install (English, or
French, or whatever). So, only that language's help files, tutorials,
error codes, etc. get installed. I don't know why the application
developers chose to do it this way. Maybe to reduce disk usage?
Then the application turns around and calls the installer for my
framework, which could potentially be used from other applications, as
well. We choose to install all localizations at that time, regardless of
which language the user originally requested. And we depend on the OS for
localization; we include all the .lproj files in our Resources directory,
and let the OS figure out which one to use.
