You can do this one of two way (actually, many more ways even):

* Actually create a "Macro", or rather a Menu Script

* Enter the GPL text into you project files by default
You can also create custom menu templates. W.l.o.g., this is one of the results you get from googleing "Xcode custom project templates"

Be aware that you can create custom file, target, or project templates as you please

Basically all the macro has to do is copy a bunch of predetermined text into the begining of a file.
