Download the Apple Loops SDK (use ADC Search or Google), then use the Apple
Loops Utility to add and remove individual tags from a test AIFF file,
which you then inspect to see which chunks go with which functions.
Then you tweak the values in a single tag with AL Utility, and dump the
chunk to see how it changes. Each tag/chunk has relatively little
information in it, so it shouldn't be too hard to decode what the
information is, what its layout is, etc. Prior experience at reverse
engineering would be useful.
When completed, publish your results on a web page, so other people can use
it (or correct it).
