SDK number and system version.

In my application, I check the system version number in order to inform the user if is system is too old tu run it.
if I link the executable (ppc part) with the system SDK named : MacOSX10.3.9.sdk, do I need to check if the host system revision is >= 10.3 or >= 10.3.9 ?
