I was wondering if there are so much difference between 10.3.0 and 10.3.9 system API.

It would be very unusual for them to make that kind of change, however...

As my executable is built with the 10.3.9 sdk I want to be sure that it runs on 10.3.5 and 10.3.6 ....

Why? All of the 10.3.x upgrades are free and fix bugs. It's generally considered reasonable to require the latest version of a main version like 10.3.9.

As I said before, applications built with GCC 4 will not work with 10.3 prior to 10.3.9, so if you're really determined to accommodate the 10.3.5 crowd you'll have to use GCC 3.3.
