Thanks, Chris -- based on your tip I found the info I needed on page 2 of /Developer/About Xcode Tools.pdf.
For the archives: there are a number of options, either under /Developer (or wherever you put the dev tools) or under /Library (not ~/Library, as I believe was supported in the past). I chose to put my custom file templates in /Library/Application Support/Developer/Shared/Xcode/File Templates, starting with a copy of the out-of-the-box file templates.
