I have noticed this too; it happens a lot. It's worse in larger source
files (though none of mine is very large, all under about 2000 lines)
and it's worse near the bottom of the file. It also happens when
dragging the scroll thumb; occasionally the text will jump a few
pixels in the wrong direction. Oddly, it never seems to happen when I
two-finger-drag on the trackpad -- only when using the scrollbar.

We haven't, in the 17 months that Xcode has been out for developer
seeds. If you could file a bug report at http://bugreport.apple.com
with:
1) the source file that exhibits the behavior
2) your ~/Library/Preferences/com.apple.Xcode.plist preferences file
3) a screen shot of where you are (scroll position, cursor position,
etc.) just before the behavior happens
it will help us reproduce, isolate, and fix this case.
