The Mac OS X 10.2.8 SDK is not supported in Xcode 3.0 and later. The last version of the Xcode developer tools that supports using the 10.2.8 SDK is Xcode 2.5.

In your case, you shouldn't need to (necessarily) use the Mac OS X 10.2.8 SDK. You should be able to just use a later SDK and set the Mac OS X Deployment Target to 10.2. If you go down this route you will need to properly check for functionality that only exists for 10.3 and later at runtime.
