Photoshop Elements is sufficient for pixel based Icon Design (even
though a vector approach would be better) and not that expensive.
You even get a Mac version sometimes bundled with an "ISP starter
packet" (e.g. from strato.de). Only drawback: Elements will run in
Rosetta.
