Two separate issues here. The deployment target is only used to list
any errors/warnings that your nib has if deployed to the selected OS
version. Yes, IB forgets the previously selected one, which is very
annoying. Thanks for filing a radar.
But, the deployment target doesn't control the format of the nib
itself. If you do a Save As, you'll see a popup menu with three
formats. Saving as one of the two new 3.x formats will remove the
warning when opening the nib. But, be careful when doing this. If you
need to continue to edit your nibs with IB 2.x, you'll need to
continue saving your nibs in the 2.x format.
