creating the svnusers Group

I'm trying to set up a Subversion Repository as instructed on page 507 of the new Xcode User Guide (2007-10-31). When I key in the following command to Terminal: sudo nicl . -create /groups/svnusers I get sudo: nicl: command not found I've installed Xcode version 3.0, so, what do I do?
