Maybe Xcode 3 excludes the 10.2 SDK because of some incompatibility.

Because we target 10.2.8.
In any case, you could use Xcode 2.5, which has the 10.2 SDK.
What, and use two versions of Xcode to build? Or do you mean
download it and install it because it has a later 10.2.8?
We use Xcode 2.5 to build our 10.2 applications, and it works very
well. I have not tried with Xcode 3
