Not totally sure what the root cause is but disabling IPV6 seems to do the trick (if you trace xcodebuild you will notice it hangs in NSHost). Please file a bug with Apple too

A single-line change build used to take between 1-2 seconds, now it takes around 50. Culprit appears to the the "Checking dependencies" phase, which takes 99% of the time xcodebuild uses.

Anybody else seing this? Is there a workaround?
