Not always.  At least for some period of time, yes.  I think that's still true today, I have some evidence that it doesn't happen all the time.

Is getting classified as a dup versus a dup of a dup just the luck of the draw?


It depends on what mad Radar skillz the bug screener has.  There are several hundred people who read the tens of thousands of bugs you submit, and the speed, accuracy, and discipline varies from person to person, group to group, and day to day. When we get the HAL 9000 on line to use AI to match your bug reports and do automatic bug duping, things should get better.
