Copy Headers Target phase

I'm trying to create a framework from FLTK 1.1.7, an open source project, for inclusion in my application. I have successfully added the source files and created a library, but I also want to have Xcode copy the public headers so that my main application can get to them. However, when I place files in the "Copy Headers" build phase under the FL target, they are silently ignored, as I check in the build directory and find the newly-built framework, but no Headers link in my FL.framework directory. I'm using Xcode 2.4.1 on ppc (Powermac G5).
