I've nothing useful to contribute regarding your actual question (I
usually link fltk statically, and build it directly from its makefile)
but...

If you are putting some effort into getting fltk working for you, I
would *strongly* advocate using one of the 1.1.8 candidate snapshots.
There have been a number of OSX related bugs 'n "features" squashed
since 1.1.7 that you would benefit from.
