Including Headers in a Carbon Framework

Dear, Xcode List;

I'm trying to create a Carbon Framework in Xcode, which includes a dylib and all the necessary header files. It seems that the default Carbon Framework setting does not include the headers in the built framework, even though there is a "Copy Headers" action in the Targets. Right now I have a "simple framework bundle" like that in List 1: http://developer.apple.com/documentation/MacOSX/Conceptual/BPFrameworks/Concepts/FrameworkAnatomy.html#//apple_ref/doc/uid/20002253-99920-BAJFEJFI

What do I need to do in order to have the header files added to my framework?
