The difference, in my case, is that I had been working with XCode 3.1
on my Mac Mini for several weeks before an odd failure in a build

You have an Info.plist file at the top level of your boot disk. This
makes Xcode think that your boot disk is a development platform with
an SDK, and it isn't.
Rename or remove that Info.plist file and Xcode (note capitalization)
will launch again.
