IB 3.1 Carbon group box weirdness

When I use Interface Builder 3.1 to edit a nib created with an earlier version of IB, vertically resizing a group box causes the controls inside to move as if they were bound to the bottom, which really makes it painful to rearrange items in the box. I can't see any setting that would cause them to do that. It doesn't happen with controls embedded in a user pane. If I replace each control with an identical-looking new one, then it behaves as expected. Anyone know a workaround? Even hand-editing XML might be worth it.
