Installation of Mac OS 7.5 on macmini machine

Hello All ,
I want to install Mac OS 7.5 on my macmini with power pc processor.
I have created two partitions . On one partition Mac OS X 10.4 and Mac OS 9.2 are installed.
I could not boot the machine using Mac OS 7.5 CD . I try to use command shift and command C keys for booting but it does not work.
I don't have floppy drive connected to macmini machine.
I created the partition using Mac OS X 10.4 CD-> Disk Utility option. Both the partions are in HFS+ format. If because of HFS+ format, Mac OS 7.5 CD is not bootable then how to change the disk partition to Mac OS 7.5 compatible format.
If anybody know the solution , please reply.
