If the activation and/or ongoing phone bill is a concern, you could
buy an iPod Touch for development. It's basically an iPhone, but
without the actual phone hardware. It runs the same software though,
and uses the same development kit.
It doesn't have a GPS, and it doesn't have a microphone.
