Answering my own question: after some more experimentation I found
that this happens when I type a class or method name into the search
bar and click on the search result. If instead I browse to the class
reference page, the method popup appears. I also found that if I
search to the reference page, and the method popup is missing, I can
make it reappear by clicking on the rightmost element of the
breadcrumb trail at the top of the page (which is normally not
visible, as the search index method starts the reference page out
scrolled up a bit so you can't see it). So, for example, if I search
for the NSMutableDictionary class, and don't see the popup, I can
restore it by scrolling up to reveal the (hidden) breadcrumb trail:
ADC Home > Reference Library > Reference > Cocoa > Data Management >
NSMutableDictionary Class Reference >
and clicking on "NSMutableDictionary Class Reference".
I did not have to dance this dance before; it is a change (for the
worse) in behavior.
