Make sure that the tool bar icon in the file window says "Ungrouped" and NOT "Grouped"

If it says "Grouped" then just click it to change its state.

I have two files, which I want to open in separate windows so I can edit

How do I get these files into two separate windows?

Also, what does the menu command "Open in separate editor" do? I can't get
it to do anything at all.

Thanks.
