IB Plugin won't load library nib templates

I have followed the docs and looked at samples and successfully created IB3 plugins starting with the project template.
However, I'm stuck on a target created on a pre-existing library project. The plugin is loaded OK (by the listing in the preferences) but the library doesn't have the plug-in. The name of the library nib file shows up properly in the plugin list in prefs, but not in the library window.
I am running through XCode, after creating a custom executable with the same settings as you would find in a project created from the ibplugin template.
There are no complaints in the console (except when I launch IB normally, i.e. not through Xcode).
Hopefully it is something obvious - even related to that error (about the inability to load the dependent framework) -- but if so, why wouldn't I get it while running IB through the debugger?
