I see the tab settings in the preferences, and I see it under the
View menu, but these seem to be global settings.
I realize this a long shot, and I looked through the project
preferences already (may have missed something), but is there any
way to set this preference on a per-project basis? I have XCode 3.

Don't know if you set it per project, but at least on can set it per-
file.
In the Xcode browser, select all your source files, open files
properties (cmd + i) and change the indentation settings.
