Favorites Bar in Xc 3

It used to be that you could drag the proxy icon from the
Documentation window into the project window's Favorites Bar. You
still can.
It used to be that you could click on the resulting button in the
Favorites Bar, and the corresponding page would show up in the
Documentation window. That doesn't happen any more.
Is there something I should be doing to make this work?
