Hi Chris,
I had set the Key bindings to Metrowerks Compatible. Changing this
back to Xcode Defaults makes the problem go away. Then changing it
back to Metrowerks Compatible makes it re-appear.
If I make a copy of Metrowerks Compatible and choose a Text Key
Binding (or Menu Key Binding) that doesn't already have a key binding
and set the binding to the return key it doesn't complain. I would
expect that if the return key was already bound to something it would
have mentioned it.
I didn't expect that the Open Quickly dialog would be affected by the
Key Bindings, or at least not that you could steal the return key from
the OK button.
At any rate I still have no work around if I want to use the
Metrowerks Compatible key bindings.

First try using Xocde > Preferences > Key Bindings to set the key
bindings to the Xcode Defaults, and see if that helps. If your
keybinding remaps the Return key to another meaning, it will affect
all of Xcode, not just text entry.
As far as we know only the Find and Replace text boxes are intended
to accept the Return key as literal text instead of a button push,
anything else is worth reporting at bugreporter.apple.com.
