I think the old location in /Library/Caches/com.apple.Xcode/ was shared between all users. The subfolders in /var/folders/ are are accessible only by a single user.
If security is an issue, they ought to be in "~/Library/Caches", which is protected by FileVault encryption.
This has come up before (either here or on cocoa-dev). FileVault is a plus, but on the other hand, if you're running off a network home directory, anything in ~ is pretty slow to access.
It might be possible to customize this location; I'm not sure if it's the same as the "Intermediate Build Products" path that you can set in the Build pref pane.
