Proper place for New File templates?

Is there a "proper" place to put new file templates in Xcode?  For instance, I've created a template for new cocoa files that are to be released under the GPL license.  It contains the standard GPL comment headers.  Currently, I've placed them in /Developer/Library/Xcode/File Templates/.  This works fine, and the upgrade from Xcode 3 to 3.1 didn't seem to blow away my changes.  Is there a standard place outside of the /Developer folders that Xcode looks for new file templates... Say under ~/Library?  Or is /Developer/Library/Xcode/File Templates/ the right place for them?
