Blue breakpoints

When you set a breakpoint (the right term I think), one of those little blue markers, it seems you can disable it temporarily by clicking on it, or you can drag it off to remove it completely.

What is the function of that temporary disable? Is it just to make it easier to remember where you set a breakpoint before, or is there some way to control them as a group, say to temporarily re-enable them while you hold down a key?
