This process just finished on my computer, and it did not help. Still
Xcode displays 921 or similar numbers instead of content, but I could
open the documents in browser without prompts.
This command will run for quite some time indeed and will clear
quarantine (and complain if some files do not have it), but the end
result is not good enough for Xcode. I guess something else is wrong,
too. Or needs to be updated. Or something :-)
I gave up and did a Time Machine restore. I don't need these
documentation updates so badly, after all...

P.S. Just in case somebody could use this info: after the restore
(i.e. in correct working version of docs), the group on my documents
is 'wheel' instead of '_devdocs' and no quarantine attributes...

I had run the earlier version of your Terminal command first. Does
that
explain why I got the "No such xattr." messages -- i.e., because the
first
run had already cleared the attribute for 15 or 20 files?
