Speculation, discussion, and analysis of Apple's general developer
policies and NDA agreements are not on topic for the xcode-users list,
and old-timers here know that airing frustrations about the Developer
Program with members of Apple's engineering community generates a lot
of empathy but not much in the way of productive results.

Directing your feedback on ADC membership policies (including NDAs)
will be more effective there than here. As always, if you have a

are the best ways to get information to (and responses from) the
Xcode team.
