I don't mind having to change my templates every so often, as long as I

Has anyone at Apple thought about supporting a more extensive template
mechanism that is for users? If so, is it worth discussing (on the
list) what everyone would like a template mechanism to have?

Yes, it has been thought about.

Yes, discussions are god, though Radar bugs requesting specific enhancements and features are even better (i.e. this list is not a proper venue for requesting features OR reporting bugs).

OK, I'm taking this back to the original question; does anyone know
where the definitive list of Xcode supplied macros (FULLUSERNAME,
etc.)
lives? I finally got tired of looking and ran grep across my entire
/Developer directory, found DevToolsCore, ran strings on it, and
grabbed anything that was in uppercase, but that is a pretty poor way
of doing things.

As Scott said, these are undocumented and not supported for user-
defined templates, as we have in the past and will in the future change
them, requiring templates to be updated.
