Possibly because a) the vast majority of people start with an .icns,
b) the Cocoa image class used by the well automatically handles a
large number of image types that aren't necessarily appropriate, and
c) nobody's ever noticed this automatic but inappropriate behavior
and filed a bug at http://bugreporter.apple.com on it.

Im not grousing just wondering aloud.
But I am curious. I know a .icns file contains multiple resolutions
etc but outside of Xcode I wasn't aware of any use for it. Everyone I
know has to convert an existing .jpg, .png, etc to .icns which appears
odd to a noob like me.
