Longstanding Xcode bug. I'm pretty sure I filed a report on it back in 2004 or so. :-P


From what I recall, if you open and shut the folder containing the file, Xcode will notice the file's been updated, and then the next build will copy it. Or you can write a little shellscript that just deletes the destination folder inside the app's bundle in your build directory.
